James was born in Eugene and attended North Eugene High School. He was appointed to the Budget Committee in March 2023 and served as the Budget Committee Chair for two years prior to his election to the Board in May 2025. James spent five years in PVC manufacturing as a millwright and extrusion specialist, and is currently the Occupational Health and Safety Manager for a small weld shop in Eugene. He is D1.1 certified in both SMAW and FCAW. James and his long-time partner have two dogs. James is an avid bicycle rider and enjoys fishing and golf.
