Rainbow Not Impacted
by Chlorine Shortage

June 18, 2021 – The state of Oregon shared information last night about chlorine and caustic soda supply and delivery issues that could affect water and wastewater utilities in Oregon and along the West Coast. Rainbow has adequate supplies of chlorine to last through the expected duration of the shortage, so our customers are not currently affected.

We anticipate limited or no impacts to the Eugene-Springfield water supply. The areas three water providers—EWEB, SUB and Rainbow Water District—have been in regular communication during this supply shortage. The utilities have standing mutual assistance agreements in place, including water system interties, should the shortage become prolonged.

The cause of the current situation was equipment failure at a large chlorine producer in Longview, Washington that interrupted manufacturing processes. Rainbow uses chlorine in small amounts to disinfect water before it is released into our distribution system. The State of Oregon has more information here.

Rainbow Water District provides high-quality drinking water and emergency response services at a fair cost to our customers while protecting our assets for long-term success. We are your friends and neighbors, Lane County residents living just outside the Springfield city limits, and we care about the livability, sustainability and long-term economic vitality of the greater Eugene-Springfield metropolitan area.

Today, Rainbow Water (and Fire) District proudly serves excellent quality well water to our retail customers in north and west Springfield, primarily north of Hayden Bridge Road and west of Aspen. Indirectly, we supply water for other north Springfield homes and businesses through our wholesale contract with the Springfield Utility Board. Eugene-Springfield Fire and Life Safety Department provides district residents with fire protection and emergency services under a separate agreement.

We are happy to help the water systems of Marcola, Deerhorn, Shangri-La, Blue River and Shenandoah as well, contracting with these communities to provide assistance ranging from processing bills to providing management and support services for operations and long-range planning.

Board Meetings

The Board of Commissioners regularly meets at the Rainbow Offices, 1550 N. 42nd Street, Springfield, at 5:30 pm on the second Wednesday of every month. The Budget Committee meets during the months of April and May. The district operates under a fiscal year of July 1 to June 30, with financial statements audited annually per Oregon Budget Law.
